The extra double pulley, is used when the Drying Rack is hung a distance of say, over one meter from the wall where the Cleat is fixed. By fixing an extra Double Pulley near to the wall where the cleat is fixed, it reduces the angle of rope, from the original Double Pulley to the Cleat.
